The three charging levels differ mainly in the power they draw and where the electricity is converted for the battery. Level 3, or DC fast charging, converts power to direct current inside the charger itself and pushes it to the battery at high speed, which demands heavy electrical service and, in many cases, a utility upgrade.

Level 2 sits in the middle by design. It supplies alternating current at 240 volts and lets the vehicle’s onboard charger handle the conversion, so the equipment stays comparatively simple and the electrical requirements stay manageable. That combination is exactly why it has become the default for most non-highway installations.
